Trash Burning Power Plant and Another C&DD Dump

Attached is Teresa Mills weekly report on permit requests from the Ohio EPA. I copied and pasted three items of interest to us from nearby communities:

Public Hearing -Mahoning Renewable (trash and C&DD burning power plant) near Alliance, OH, Jan. 28, 2009, (See below for new date) 6:30 PM, McKinley High School, 225 East Indiana Ave. Sebring, OH 44672. THIS PERMIT IS SO BAD IT DOESN’T EVEN TELL US THE SIZE OF THE FACILITY. OEPA ISSUED THE DRAFT PERMIT WHILE STILL REVIEWING THE AIR TOXIC MODELING AND RISK ASSESSMENT. MAHONING COUNTY IS ATTAINMENT FOR ALL POLLUTANTS. THIS IS LIKELY TO CHANGE IN JANUARY SO THE COMPANY HAS REQUESTED THE PERMIT BE ISSUED BEFORE THE COUNTY IS PLACED IN NON-ATTAINMENT.

Attached below is an e-mail from John Schmidt of the Ohio EPA; in his note is the time for the RESCHEDULED public hearing on the "trash and C&DD burning plant" to be located near Alliance, Ohio in Mahoning County.

Greetings -

You will likely be notified separately through Ohio EPA's Public Interest Center (PIC), but sometimes redundancy is a good thing. I am passing this along because you expressed interest in the proposed waste-to-energy facility in Smith Township, Mahoning County, and we conversed either via telephone or email.

Ohio EPA's Division of Air Pollution Control (DAPC) will be holding a public hearing on a draft air permit for the Mahoning Renewable Waste-to-Energy Facility:

When: Tuesday, February 17, 2009, 6:30 p.m.
Where: McKinley High School, 225 East Indiana Avenue,
Sebring, OH 44672 (Mahoning County)

Note that a recent public notice in the Alliance Review had a hearing for the air permit scheduled for 01-28-09. Due to a glitch with public notices in the Youngstown Vindicator around the holidays, this has now been rescheduled to February 17. The DAPC engineer in our district office is Tim Fischer. I believe that the public comment period for this air permit is currently underway.

Note that Ohio EPA's Division of Solid and Infectious Waste Management (DSIWM) has not received a solid waste permit application for this proposed waste-to-energy facility, but one is expected soon.

For those interested, there is an applicant's meeting tonight for a solid waste transfer facility (rail unloading facility) that is proposed to service both the adjacent landfill and waste to energy facility. It will be at West Branch High School in Beloit, OH at 7 PM. I plan to attend and will give a brief overview of the permitting process and future public participation opportunities.
